Custom action that is connected to a feature

I need to call a DLL file if a feature are installed the first time, the DLL
creats a few virtual directorys. If the package gets upgraded, I dont want to
call the DLL because then the virtual directorys will get overwriten.

If anyone know I good if statment or trick not to update a feature on upgrade
