Default Virtual OS max memory is not Hyper-v's max

I recently installed Hyper-V only (no Windows Server) with 4 GB ram.
And I tried to install Windows Server 2008 Small Business Edition,
but it requires 4 GB minimum. Then I've added 4 GB more ram. Now I cannot
create a virtual OS with more memory than 3958 MB.

What's wrong with it? Can't I change the RAM size of Hyper-V? Task Manager
says Hyper-V uses 8 GB ram.

Strange, now the limit is 8054 MB, after the second boot of Hyper-V.
